Changes in Mijas: Electric Scooter Regulations Now in Effect

Exciting changes are taking place in Mijas regarding the use of electric scooters. The Mijas council has recently approved modifications to the municipal traffic and circulation bylaw, introducing new regulations for electric scooters (PMVs) and motorhomes.

Key Points of the New Regulations

Electric Scooters (PMVs)

  • Age and Use Restrictions: Children under 15 are now prohibited from using electric scooters. Additionally, scooters are banned from pavements, walkways, and any areas intended for pedestrian use.
  • Safety and Compliance: Riders must adhere to traffic and road safety regulations, including a prohibition on using headphones or mobile devices while riding. PMVs must be used by a single person at a time.
  • Pedestrian Interaction: When sharing space with pedestrians, scooter users must dismount if they cannot maintain a one-metre safety distance or ride in a straight line for five meters. Scooters must always yield to pedestrians.
  • Road Restrictions: Scooters are not allowed on interurban roads and urban tunnels.
  • Parking and Rentals: PMVs can only be parked in designated areas, and rental services for these vehicles are also regulated.

Bicycles

  • Cycle Lanes: Cyclists must use cycle lanes when available. If not, they must ride on the road in the right-hand lane.
  • Child Safety: Bicycles with trailers carrying children are restricted to cycle lanes. Cyclists may transport a child up to seven years old in an additional seat if the cyclist is of legal age.
  • Public Transport Lanes: Bicycles are prohibited from cycling in lanes reserved for public transport.

Motorhomes

  • Parking Regulations: Specific areas are designated for motorhome parking, which cannot exceed 72 continuous hours within a 10-day period to ensure fair distribution of spaces.
  • Urban Road Use: Caravans, motorhomes, and similar vehicles can stop and park on urban roads under the same conditions as other vehicles, without extending their space beyond the vehicle’s perimeter.

Infringements and Sanctions

The updated bylaw also introduces a table of infringements and penalties, categorized into minor, serious, and very serious offenses:

  • Very Serious Offences: Driving a PMV recklessly or under the influence of alcohol or drugs will incur a fine of 500 euros.
  • Serious Offences: Using a mobile phone or any other device while driving, or riding on pavements or pedestrian areas, will result in a 200-euro fine.
  • Minor Offences: Failing to respect the minimum separation distance with pedestrians will lead to a 50-euro fine.
